Getting "Skipping unpermitted distribution type" error on import of schedules, but there's nothing fancy about these schedules. What are we missing?

Export/import of schedules from one environment to another, both environments are 9.1.0, and some schedules get this error. Comparing one schedule that imported fine to one that got this error, and the difference is that the schedule that worked was created last week, the other was originally created prior to our upgrade to 9.1.0. Both are simply running a report and emailing it. Both are using the same execution ID and have the same owning ID.
