Portal Loading Error "Loading cannot be completed" - Any directions to troubleshoot such errors?

We have a portal with 10 pages. Recently, our developer added a new page based on URL saved and tried reopening the page. It started showing the error "Loading Cannot be completed". Even edit portal is not loading. Please suggest option to understand the root cause of such errors. In which log files, we can see the actual error message or any way we can enable debugging to get more insight!!

The Events.log has below error.

Is the page not openeing or the Portal?

Is it Designer Portal or older Portal.

What is a "new page based on URL"?

a. Developer added a new page by opening the portal in editing mode

b. Page was mapped to show a http://localhost/ibi_apps/WFServlet?IBIF_ex=TEST

Here, TEST is a fex file holding the logic.

Note: Even when i try to export the portal, i received the message as below.

Export denied for:IBFS:/BIP/Portals/XX_System_Config, because Item does not exist IBFS:/BIP/Portals/XX_System_Config

So, i assume only option drop this portal completely and create a new portal. This should be a simpler option :)
